(In [svn:3851]) Fixes #1049, Fixes #1435: Admin-created users and first admin user are marked as validated to prevent inaccurate "Please validate your account" messages and emails.

Appears to only happen when a user is created by admin (and so email has not been validated) .. somewhat confusion error messages in this instance.
Downgrading error in this case.
