1.6 RC 1 HTTPS install on non standard port does not work

Description

If you install over HTTPS on a non standard port, e.g. ​https://host.com:8493,
The site URL, followed by a trailing slash:
picks up the 8493 part but not the https. You have to change it to https. If you enable https logins,
when you login as the admin user Elgg tries to use httpss.
