Admin cannot invite friends to join a group owned by someone else

Description
To reproduce:
As use[svn:1] (non-admin) create a group with Group membership permissions "Closed - Users must be invited").
As an admin browse to that group. There is a menu item for "Invite friends" (which is only shown for group owners and admins).
If you select this and then invite use[svn:2] you get the error message "Sorry, you are not the owner of this group."
Ideally the admin should be able to invite people to join the group, but if this is not possible then this menu option shouldn't be shown.
