sidebar menu disappears on /pg/diagnostics/

Description
I made a clean install. Turned on one plugin (thewire). Clicked on System diagnostics and the sidebar menu disappeared. Only the admin owner block was displayed.
This does not happen if I click Administration on the top bar and then select System diagnostics. Only if I select another sidebar link before clicking on System diagnostics.

(In [svn:3855]) Fixes #1470, Fixes #1471: elgg_view_regenerate_simplecache() no longer triggers the pagesetup/system hook. Fixes problems with creating the submenu.
