Stupid Error keeps coming up

At first i apologize about any disturbance / stupidity this might be, but i really am facing a problem since 2 days now. Nobody has helped me in the technical support group, and my fingers got all wet and sweatty from typing alot of keywords for solutions on google search. So i thought why not take it to elgg's core designers maybe they can help.

I recently downloaded elgg's version's 1.6.1 and 1.7 beta versions, i am planning to launch a website powered by elgg, but i have a problem.

Basically This error message keeps haunting me everywhere. What i mean is i cant get pass this error, YES i did try to delete and redownload and Install everything including windows ..
But its still the same....
and am kinda running out of options.

Elgg couldn't select the database '123', please check that the database is created and you have access to it.

I did check that i have access to that database, and it actually said on installtion with a green Popup bar on the top success then this message keeps coming up every single time.

i also tried gettin Elgg from other sources than this website, Same thing ..

Can i know where am i giong wrong?
