I don't think there is any way for this to happen in this version. It's too late in the release cycle. Plugin developers have already been testing against the beta and updating their plugins. We don't want to break things by updating the jQuery version.

Since one of the focuses of 1.8 will be on improving the user experience, html markup, and css, this seems a natural fit for that release.
