plugins plugin: notification missing plugin name

plugins plugin (community.elgg.org)

in the notification of a new comment the plugin name is blank

example:
You have a new comment on your item "" from Shouvik Mukherjee. It reads:

it works for me even on Firefox after apply the fix by railsinsomniac.
Thank you very much, railsinsomniac !

A side-effect of the original migration script. I've run another migration that has updated files without titles.
