Description
This will need verifying. For me, @mentions is not sending the user a notification message.

Actually it looks like annotations were never wired up, so unless you're doing it on a main entity, it won't email yet.

- Status changed from new to closed
- Summary changed from @mentions is not sending a notification to @mentions is not sending a notification for annotations
