Problem in installation, form submission is to un existing file

Description

  1. I try to install the elgg under /var/www/elggtest/
  2. I changed the .htaccess to use RewriteBase /elggtest/
  3. I changed the entire elgg folder to be 777 (sudo chmod -R 777 elggtest)
  4. I get to the form that requests me the site name, site description, absolute url, absolute path, absolute path of data dir

I get:

The requested URL /elggtest/action/systemsettings/install was not found on this server.

I am using php 5.3.2
I am installing elgg 1.7.2
