The idea was to put elgg_ on view names that contained elgg_ namespaced CSS elements to make them easier to find. Since they are all in the same directory, they are already easy to find. Using grep or an IDE's find tool, they are even easier. Most of all, it is a standard that is difficult to maintain (and is already not maintained).
