User hover menu should be a module

Description
It has a heading (link to user's profile), and a body (other links associated with that user).
Seems like if it has a heading, it would be more semantic to make it into a module.

this feels like a menu rather than a module. The css should be usable for any hover menu but I can't see using this elsewhere (like I would with a module).
