there is must Legacy mode in elgg 1.8 so user can install old themes plugin
like joomla

We will do our best to make things backwards compatible as much as possible, but quite a lot has changed and this will not be feasible in every case. If you have a specific example of something that is not backwards compatible that could be, we welcome the report! Patches are even better!
