Description
In my first test of Elgg 1.8b1 I found some unexpected behaviour
Administration -> plugins -> advanced
- Filter on All Plugins shows empty list
- in the filter pulldown some language keys are missing
- When filtered you can't drag/drop te reorder plugin (drag/drop works but no reorder)

As i read #2871 it is very difficult to get a good grip on this.
What annoyed me was that i could drag and drop however the result wasn't saved.
So i can live with the option to not allow reordering when filtered. But in that case i also don't want to have the option to drag or drop.

We have a ticket for this #2871 but its been a challenge to know what to do. As a user, would you expect reordering to work when viewing a single category? If so, where would the plugin be ordered in comparison to the plugins not shown?
