Not correctly aligned divs on dashboard

Description

On dashboard, top of #dashboard-info is not correctly aligned with #elgg-widget-col-1 and margin-bottom is too hight.

Sorry, this is my first ticket. I didn't found component «Dashboard» only. So, I used «River Dashboard».

Thanks for the patch! We leave the tickets opened until we merge the fix so we can keep track of the ticket and don't forget about it.
