The new admin area has been created so theme plugins would not mess up site admin, but as there is only one place to login (the normal site) the theme could still mess up access to the admin area.
It would be nice if a non logged in user could go to site.com/admin and be prompted with a login box. This way, if the theme (or another plugin) messes up the login feature, the admin has a way around.
