Display name not editable from account settings

Description
In Elgg 1.7 users could change their display name. Now in core/settings/account they can not - seem to me they should. We can do this in profile, but I think it should be in account settings like in 1.7.
Further, now we no longer rely on username for folder structure, why not also allow change of username there? I know it could screw up direct links, but I believe the freedom to change usernames is more important in most cases.

I'm not ready to allow username changes in core, but tend to agree that display name makes more sense in account than profile from a UX perspective.

@Brett...agreed; so our pull request was only for display names, restoring the elgg 1.7 functionality
