As Elgg and individual plugin upgrades are quite often it is sometimes problematic to maintain a set of user-provided custom icons/graphics. It would be great if on new install (not upgrade), Elgg would create an empty graphics folder, set it's path to config for plugins to use.

Use case:

  1. A plugin stores a set of default icons in it's graphics folder. Users are free to upload their custom icons in Elgg's upgrade-safe graphics folder. The plugin first checks to see if the icon exists in the upgrade-safe folder, if not, goes to use default.
  2. This could also be a solution for the site logo and other graphics. Core plugins could be set to look in the user graphics folder first, and if not found proceed to using default.

I think we're going to end up preferring a more general solution for all static assets.
