The entire collection management is rather user unfriendly. First of all, I would like to propose that we create default collections, e.g. facebook style 'Close Friends' and 'Acquaintances'.
It should be made easier to add people to collections. I think a menu item on hover menu and user profile will suffice. For owners, we can set it to "Manage collections" and forward to the settings page.

I'm going to vote no on the default collections. There are too many varied uses of Elgg to do this. It would be easy enough to make a plugin that allows admins to specify these, if need be.
The UI for adding to collections definitely needs improvement. Facebook and G+ are the only networks that do a decent job at this, that I know of.
