It will be very usefull to have ability of dynamic js/css loading using yepnope (​http://yepnopejs.com/) library.

What do you think about dynamic loading and about including yepnope library in elgg?

Nope. If anything, we're going to go with requirejs. Yepnope can be included by a plugin.
