1.8.3 Upgrade and 1.7 comment river items

Description

I've recently been finally upgrading a few 1.7 sites and noticed a few issues in regards to 'comment' river items.

Some river items are non-existent - for instance the comments on a 'page'.

Some comment river items, for instance the file, seem to use the 'river/object/file/create' river item rather than the 'river/annotation/generic_comment/create'.

Everything seems to look legit in the river table and I'm not overriding any views also.

Not mission critical by any means and not expecting a fix as 1.7 was a wee while ago now but any info welcomed.
