Elgg version: 1.8

This is mainly motivated by licensing.

  1. HtmlPurifier has a GPL2 license whereas htmlawed has moved to a license that doesn't allow us to release in a GPL2 Elgg package.
  2. HtmlPurifier contains autop functionality, so would allow us to remove that function from core (and have some hope of getting back to an MIT release).

I'm not against trying the standalone HtmlPurifier (that compiles its 200 classes into one file). If we get a road-tested autop implementation free it's probably worth it.

Htmlawed is now available as LGPL, and it seems that as long as LGPL libraries are not modified, they can be used in an MIT release.
