I think the version dropdown should be available (and active) on every plugin repo listing page, including the front. It should contain values for the major releases and "any". The value should persist for logged in users and across sessions.
Unsure of the perf impact this would have, e.g., the plugin home page, but IMO it would make plugin hunting for a particular version much easier.
