Description
The current listing is kind of useless because the first 10 pages appear to be spam users who probably won't ever be validated, but before I realized they weren't I freaked out a little! I'm thinking just a checkbox for "show unvalidated users" unchecked by default.

Please do not close tickets until you find the commit/pull request that resolved the issue.
Also Version indicates the version where the issue was discovered, so generally don't change this.

User display using Elgg from github master does not show unvalidated users within any section of user management except for the "Unvalidated users" pane.
