inconsistent navigation

Description

Hi there, with the introduction of 1.5 there is less and less of a consistent user experience. In blogs, the access control and "save/publish" function are in the left sidebar whereas all others are in page at the bottom. There is the introduction of light boxes as well when using tinymce. There should be a consistent user experience.

This appears to be fixed with the 1.8 beta. I'm closing it. We can create new tickets for specific navigation issues.
