Mostly this is just because I want consistency of example urls, but there's also a chance to make the documentation a tad more usable if we assume that people are following along on localhost.

Instead of using "http://mysite.com/" or "http://elgg.example.org/" as an example base, what if we just make it a best practice to use "http://localhost/elgg/" at least in tutorials so that the links are clickable.
